Off the top of my head I’ve have said one can live in water (the turtle) while the other (tortoise) lives on land. No doubt there’ll be a lot of subtle differences under those shalls to account for this.

But some differnces include turtels have webed feet while tortoises often have claws to dig burrows, turtles have a flatter shell tortoises are more rounded, turtles are often omnivorous, eating plants, insects and fish while tortoise are mostly herbivorous eating grasses, flowers and weeds.

As for teeth in turtles – they have more like horney rigdes instead of teeth.
